Marcia Leavy
Marcia Leavy is the founder of the TISA Institute, a professional and educational institution dedicated to strengthening professional practice through frameworks, education, institutional thought, and systemic reform.
Her work examines how professionals exercise knowledge, judgment, leadership, and authority—and how individual practice contributes to the institutions and systems in which professionals serve.
Professional Foundation
Marcia’s academic and professional background spans psychology, child welfare, conflict mediation, advocacy, organizational operations, and community-based service. Across these areas, her work has provided direct insight into how professional judgment, institutional practices, and systems affect the people who rely upon them.
Her experience has included child protective services investigation, housing advocacy, conflict mediation, organizational resource management, community outreach, and work supporting individuals navigating complex legal and social systems. She has also completed training in trauma-informed pedagogy, mediation, domestic abuse issues, and crisis response.
Building the Institute
The TISA Institute grew from Marcia’s examination of a recurring question across professional environments: What strengthens the quality of professional practice when knowledge alone is not enough?
That inquiry developed into work focused on the internal dimensions of professional practice—including observation, interpretation, judgment, self-governance, trust, and the relationship between individual practice and institutional systems.
Through the TISA Method, Signature Figures, professional development resources, and systemic reform initiatives, Marcia has worked to translate these ideas into frameworks that professionals and institutions can examine, teach, and apply.
The TISA Institute was established to provide an institutional home for that work and to support its continued development through education, professional practice, institutional thought, and systemic reform.
Institute Contributions
Marcia’s contributions to the TISA Institute include the development of frameworks for examining how professionals think, exercise judgment, govern their own practice, build trust, and contribute to the institutions in which they serve.
Her principal contribution is the TISA Method, a framework for professional development organized around six movements: Observe Clearly, Build Trust, Reason Responsibly, Practice with Self-Governance, Cultivate Excellence, and Strengthen Institutions.
Her work also includes the development of the Institute’s Signature Figures, which translate dimensions of professional practice into visual structures for learning, reflection, and application, as well as educational resources and systemic reform initiatives that extend these ideas into professional and institutional contexts.
Across this work is a consistent underlying theme: strengthening institutions begins, in part, with strengthening the quality of practice exercised by the people within them.
Continuing the Work
Marcia continues to guide the development of the TISA Institute’s educational frameworks, professional development resources, institutional thought, and systemic reform work.
Her focus remains on developing practical ways to strengthen professional practice while examining the broader conditions that shape how professionals exercise judgment, responsibility, leadership, and authority.
As the Institute continues to grow, its work will remain grounded in the belief that meaningful institutional development requires attention not only to policies and systems, but also to the quality of practice exercised within them.
